Trump’s prerecorded interview aired Thursday night on FOX News Channel’s “Hacannity” program. The topic of executive orders came up when Hannity asked how Trump would go about implementing his agenda, and raised the possibility of rescinding executive orders issued by Obama. With Republicans controlling at least one house of Congress for six of his eight years in office, Obama repeatedly used executive orders to advance his agenda in areas like education, immigration, and health care. On the campaign trail, Trump promised to rescind “every single executive order” issued by Obama, but during the interview Trump he suggested that wouldn’t necessarily be the case:
TRUMP: Well, I think we’re going to do a lot of it and I don’t think we have to rescind. We’re going to be rescinding executive orders, but I don’t think we’re going to have to use very many executive orders because we have a Congress that’s going to go along with things.
And I think a lot of Democrats are going to join the train, if you want to know the truth.
HANNITY: Have you talked to many?
TRUMP: Yes, I have. And people are, you know, I know so many people in politics over the years. A lot of people say, oh, (INAUDIBLE) he’s never been in politics. I’ve really been very active, mostly from the other side.
But we’re going to have a lot of Democrats joining us on a lot of these things, maybe even health care.
But so many of the things that were going to be pushing, they’re common sense. And we will get a lot of support. And I think that’s going to start happening very soon.
Trump’s intent isn’t perfectly clear, but he appears to be suggesting that some Obama executive orders may remain in place, at least until Congress passes laws that can override them. If that is what he meant, then Trump’s rhetoric places pressure on congressional leaders Paul Ryan and Mitch McConnell to take action in undoing Obama’s legacy.
Trump also suggested he will be more restrained in using executive orders himself, since he anticipates having a more supportive Congress.
