Pro-Life Bill Officially Filed In Texas State House


A new bill that limits the murder of the unborn to 20-weeks and requires abortion clinics to meet basic medical standards has been officially filed in the Texas State House. HB 2 declares that the state has an obligation to protect the unborn.

Texas Gov. Rick Perry, R-Texas, called a second special session of the Texas legislature to pass the late-term abortion ban bill.

"I am calling the Legislature back into session because too much important work remains undone for the people of Texas. Through their duly elected representatives, the citizens of our state have made crystal clear their priorities for our great state," Perry said. "Texans value life and want to protect women and the unborn. Texans want a transportation system that keeps them moving. Texans want a court system that is fair and just. We will not allow the breakdown of decorum and decency to prevent us from doing what the people of this state hired us to do."

The bill reads in part:

The compelling state interest in protecting the lives of unborn children from the stage at which substantial medical evidence indicates that an unborn child is capable of feeling pain is intended to be separate from and independent of the compelling state interest in protecting the lives of unborn children from the stage of viability.

Lt. Gov. David Dewhurst thanked Perry and said in a statement: "I congratulate Gov. Perry for his decision to call a second special session to address the issues derailed by the actions of an angry mob in the closing moments of the first. Texas is unlike any other state because our leaders are willing to stand up in the face of pressure from Washington and special interest groups in the pursuit of freedom. I look forward to seeing the members of the Legislature on July 1st as we once again take up our charge to advocate for all of Texas and put the finishing touches on one of the most successful sessions in decades."

This legislation comes just a week after Texas Senator Wendy Davis used a catheter to filibuster SB 5, a bill which required the standards be applied that HB 2 does. SB5 was to do the following:

  1. Increase abortion facility safety standards to the level of ambulatory surgical centers to shut down Gosnell-like abortion providers in Texas,
  2. Require the 18,000 RU-486 abortions performed each year be done according to FDA safety standards,
  3. Require physicians who perform abortions to be qualified to treat life-threatening complications after botched abortions and have privileges at a local hospital, and
  4. Ban abortions on unborn children beginning at 20 weeks after fertilization, when scientific evidence clearly shows babies can feel pain.

Liberals couldn't come up with their own slogan, so they borrowed one from the Rand Paul filibuster and wore shirts and held signs that read "Stand With Wendy." You can see them gathered below:

However, inside the Capitol in Austin, Pro-Life crowds gathered and sang "Amazing Grace" to drown out the protests of the pro-death supporters.

    Good start, but we are still Murdering God's children.. I am Pro-life as you call it... my son just turned 1 year old.. it was just before 20 weeks when I first saw pictures of him that you could make out as human.. that was enough for me,,, it just refortified my position..

    and in the case of rape.. You are still murdering one of God's children. But you think what you want and when you are in front of God (and haven't repented yet) you will be the one that has to answer why you murdered an innocent...

    Although I think abortion should be stopped altogether this is a great step in the right direction. We think the pagans of old were terrible for sacrificing their babies to false gods. They don't have anything on America.

    Good for Perry and the State Leg. Note that Wendy the Liberal Babe is already 14 pts behind Perry in any guv matchup. Liberal Dems are pro-death when it comes to their sacrament of abortion. We do not need any more lib Dems nationally , locally or statewide to be elected. They are destroying America.

      We've learned that the 'pro-life' protesters in Austin have placed an ad on Craig's list to HIRE PROTESTERS to be at the Capital wearing those orange shirts. Apparently they can't drum up enough support so to swell their ranks and make them look like they've got support, they have to hire people. As liberal as Austin is, one would think there just might be enough to be at the Capital but apparently not.

      they are pro death, unless the "soon to be dead" is on death row for murder....then it is considered "cruel and unusual".....I apparently am not bright enough to understand this.....
