13 Police Officers Shoot 137 Rounds Leaving 2 Dead


Timothy Russell, 43, and Malissa Williams, 30, were killed on the night of November 29 in Cleveland, Ohio by thirteen police officers that fired 137 rounds at them as they failed to stop for police after being chased for 25 minutes, apparently because either a gunshot or backfire came from their car as they past by police headquarters.

The chase began about 10:30 p.m. and went along Interstate 90 and ended up near the back entrance of a school in East Cleveland late in the evening, where police opened fire. According to News NEet 5, Cleveland police officers had encountered the 1979 Chevy Malibu SS, Russell was driving just moments before the chase began.

The community has been up in arms believing that what took place was nothing more than the execution of two people. No evidence has come forth that they were armed.

The Ledger-Enquirer reports,

The state took over the case and families for both victims and civil-rights groups have demanded a federal investigation. They accuse officers of alleged civil rights violations in the pursuit and gunfire barrage.

"You just can't help but wonder how so many officers were able to shoot so many bullets at these two people in this vehicle," said Paul Cristallo, an attorney representing Russell's family.

Protesters yelled "execution" at a community meeting called by Mayor Frank Jackson to quell rising tensions. The city tried to defuse the outrage by reaching out to federal officials for help. There was no immediate federal decision to intervene.

The officers involved in the shooting have been assigned to desk duties, which is standard procedure after a shooting. They want to avoid talking to the media while subject to the state and internal investigations, their union president said.

Both victims did have prior criminal records. Russel had convictions for receiving stolen property and robbery. Williams has convictions for drug-related charges and attempted abduction. Clearly they were not upstanding citizens, but the question remains, did the police handle this incident properly?

Stan Donaldson reports that "The Cleveland man and woman shot by police last week died as a result of a homicide, Cuyahoga County Medical Examiner Thomas P. Gilson ruled today."

He writes that, "Timothy Russell, 43, and Malissa Williams, 30, both died of wounds to the head, neck and extremities, according to Gilson's spokesman, Powell Caesar."

"Gilson ruled Russell had been shot 23 times and Williams had been shot 24 times," Donaldson reported.

The Daily Beast reports,

The investigation by the Ohio Bureau of Criminal Investigation will initially focus on how the pursuit of Russell and Williams played out. On just-released police tapes, the voice of a male senior officer can be heard saying, “No cars have permission to pursue,” followed by a woman’s voice saying, “Fifth District cars, terminate pursuit.” An officer in the pursuit can be heard responding, “Yeah, but this is our patch and we’re going to see what’s going on.”

Under Cleveland police department rules, high-speed pursuits are to be terminated when there exists “sufficient identifying information and high probability of arresting the suspect later.” A dashboard-camera video from one of the vehicles pursuing Russell shows an officer running the plates on the Malibu.

The rules also state that except under special circumstances, no more than two police cruisers are to be involved in a chase. Police union officials are claiming such circumstances existed in this case—specifically, that officers believed they were under fire.

According to a local government official, officers from other jurisdictions were also present at the shooting, but evidently none of them discharged their weapons.

The investigation is ongoing.

    What? The suspects were not armed? No throw down pieces found yet? Any takers that such 'evidence' will be 'found?' Disgusting and obscene.

    So, has anyone noticed that every time a cop murders someone
    that the press makes a point to bring up that the victim has a criminal back
    ground? Even if this is true, what does it have to do with the fact that a cop
    has murdered another person, I ask you? Nothing, they through this out as an attempt
    to justify the cops actions and as if to say that the world is better off now
    that this cop has now killed this person. What is a criminal back ground
    (http://en.wikipedia.org/wiki/Criminal_record)? Notice that they never tell you
    this back ground that they shove in your face to justify the officers murder.
    By definition it could be no more than a speeding ticket and with that definition,
    we all (99%) have a criminal back ground but I digress. My point is, what does
    it matter if it did not have anything to do with the reason for the shooting?
    Nothing, except to justify the murder committed by the cop and this is NO justification.
    By this reasoning we all should be killed. Is anyone besides me sick of this? Does
    anyone besides me see what there doing to us? Do you see that mass media, government
    and LEO's are in bed together. Does anyone besides me see that they use every
    form of media to justify their actions and ram their agenda down our throats? Does
    anyone besides me know what would happen if we one day tuned out, woke up and
    stood up? Think about it, then go back to being a slave because that’s what we
    are and that’s what we will be until we bring this house of cards down. O, one
    last thing. Check this out, cops kill more people with their guns than citizens
    do. That’s a fact and with that I ask you who are the real criminals hear? Now
    if you wish to fact check me, please do so but it will be very hard as the cops
    hide there records so that we cannot see how many people a year that they kill.

    IF all the reports you see here on the net are true about the Police it appears that they either are becoming more and more gun happy firing multiple times when not necessary or are just taking their rage out on people. It seems to be that the police have a definite need for GUN CONTROL for there was most definitely a better way to have solved this problem! I personally believe that LEO's need to be better trained!

    There is NO GOOD REASON for these Cops to be allowed to Stay Free. They need to be ARRESTED and JAILED, even if the Citizens have to Over Run the Police Station and Drag them out and Lock them up in someones Basement somewhere the local Gov doesn't know about. And let what happens from there be True Justice.

    This proves not only that the police murdered these people, but that they are lousy shots. I suppose that means that Washington should put laws on the books to disarm these hooligans... Pelosi and Feinstein need to be informed. ;-)

    Did they even have a gun?I doubt it.This will be the norm of things to come.Power corrupts even the best intentions.Cowards that are afraid to confront citizens use the last line of defense first instead of the usual beat downs that they would give normally.Now its shoot firs and ask questions later.Do see why we need a second amendment?The badge doesn't give you the right of judge and jury.Was there cause to go in with guns blazing?I think any excuse would be as good as any today.Running from the police is not one of them.Not long ago there was a woman that refused to obey an officer and started to drive off in the parking lot and was shot to death because she refused to obey.There is something really wrong with our justice system.Hitlers regime comes to mind.

    What if it was not one of the "bad guys" who fired a shot?
    What if it was not a backfire from the "bad guy's" car?
    What if it was one of the "officers" firing at the "bad guy's" car trying to get them to stop before the chase started?

    Makes you wonder just who the "bad guys" are.
