USA PATRIOT ACT hidden under the “Small Business Investment Act”

USA PATRIOT improvement and re-authorization act of 2005 and INTELLIGENCE REFORM AND TERRORISM PREVENTION ACT of 2004 hidden in (S. 990). Under this bill that was passed on January 5, 2011 they amended both dates to June 1, 2015.
