The White Board Doesn’t Address the Real Fiscal Problem


ap_mitt_romney_jef_120816_wgMitt Romney pulled out a white board in discussing his plan for Medicare today. What is most interesting in it is that no actual plan was illustrated. Seriously, this is not a shot at the presumptive nominee, but a reality check to what people hear. Let me illustrate.

He divided the board into four sections. In those section he listed “Obama’s plan” and “His plan.” then he had a column for “Seniors” and “Next Generation.”

In the Senior’s column he placed that Barack Obama would be cutting $716 billion on Medicare, four million people will lose Medicare, and that fifteen percent of hospitals and nursing homes will stop taking Medicare. Fair enough. There is no question that Barack Obama even affirmed the fact that he would cut $700 billion out of Medicare to fund Obamacare. But remember, it’s not a real cut. It’s a cut of projected spending, over a decade, in federal budgets that continually go up several percentage points every year, which means that spending will increase in the Medicare area also.

Romney then said he would leave Medicare unchanged. In other words, he claims he would do nothing, just leave it as it.

So what are the results for the next generation? He claims that Obama’s plan would make Medicare bankrupt in twelve years, while his plan would keep it solvent. He just doesn’t tell you what the plan is except to leave it alone and Obama, though claiming he’s cutting, is merely taking that money and moving it into Obamacare which will in effect produce the same results, more debt. It’s not like the federal government is giving any of that $700 billion back to taxpayers. They’re spending it and they’re spending it on making people dependent upon them. This is a really bad move.

The reality is this: neither Mitt Romney or Barack Obama will stop the mess we are in. They do not have plan to save the America economically. Let me demonstrate.

Laurence Kotlikoff, a Professor of Economics as Boston University and one of the top economists in the nation, along with Scott Burns takes on the bigger issue which is not Medicare, but American debt. After all does it matter to try and save $100 when you are in debt $1 billion and you only have a salary of $50,000 a year? This is what all the talk about Medicare is.

According to Kotlikoff and Burns,

Republicans and Democrats spent last summer battling how best to save $2.1 trillion over the next decade. They are spending this summer battling how best to not save $2.1 trillion over the next decade.

In the course of that year, the U.S. government’s fiscal gap — the true measure of the nation’s indebtedness – rose by $11 trillion.

The fiscal gap is the present value difference between projected future spending and revenue. It captures all government liabilities, whether they are official obligations to service Treasury bonds or unofficial commitments, such as paying for food stamps or buying drones.

Both parties bear some blame in this as spending comes through Congress and we have not had solid leadership in the Republican party there and of course, the Senate has been controlled by the Democrats. But here’s the big picture. The article goes on to state:

The U.S. fiscal gap, calculated (by us) using the Congressional Budget Office’s realistic long-term budget forecast — the Alternative Fiscal Scenario — is now $222 trillion. Last year, it was $211 trillion. The $11 trillion difference — this year’s true federal deficit — is 10 times larger than the official deficit and roughly as large as the entire stock of official debt in public hands.

This fantastic and dangerous growth in the fiscal gap is not new. In 2003 and 2004, the economists Alan Auerbach and William Gale extended the CBO’s short-term forecast and measured fiscal gaps of $60 trillion and $86 trillion, respectively. In 2007, the first year the CBO produced the Alternative Fiscal Scenario, the gap, by our reckoning, stood at $175 trillion. By 2009, when the CBO began reporting the AFS annually, the gap was $184 trillion. In 2010, it was $202 trillion, followed by $211 trillion in 2011 and $222 trillion in 2012.

That’s right, for the most part we hear the numbers of $15 or $16 trillion, but the reality is more like $222 trillion! So what does this mean? Well what it means is this is the total amount of money America has indebted itself, including bonds, future entitlements and the entire kit and kaboodle. It also means that unless we have today $222 trillion on hand, earning 5% to pay this, then by definition we are in default and also insolvent.

My fellow Americans we are being lied to on both sides. Medicare is insolvent because the American economy is insolvent. That is a reality now, not twelve years down the road. What we are living in is an economy propped up by fiat money with the illusion of value and it’s only going to get worse because deficit spending will continue to increase no matter if Democrats or Republicans are in control, unless someone is willing to take radical, drastic measures and make real cuts each and every year to the entire budget beginning now. With the spending Barack Obama wants, we won’t get that. With the budget of Paul Ryan we won’t get that and well we haven’t actually seen a budget proposal from Mitt Romney yet, but we know he isn’t using Ryan’s.

Ben Swann examined Romney’s claim about what he thought concerning budgets back in March and compared them to his running mates: Gingrich, Santorum and Paul. Of all of those none of them balanced the budget and all of them increased the national debt, except one. One proposal actually cut the national debt by $2.6 trillion.

Is mine an attempt to get you to vote for someone other than who you are set on? Not necessarily. After all, I’m sure people have made up their minds already. What I want my fellow Americans to do is demand that elected officials quit pandering to the welfare state and tip toeing around the issue of real spending cuts and start acting responsibly. I want my fellow Americans to demand that politicians stop shoveling this kind of stuff. We smell it. We know what it is and we know what to call it.

Eventually, this will all come down around our ears. I’m an optimistic person, but as long as elected leaders, be they Democrat or Republican, are going to fuss about a few hundred billion in Medicare, while we are $222 trillion in real debt, then we are just not dealing honestly with the issue and we will continue to move in the same direction. That direction is more spending and more debt, until it finally collapses. It’s called kicking the can down the road, because we don’t want to touch the political “hot potato” of government entitlements and government programs and introduce real cuts and real conservative fiscal policy.

    There are a great many places where we could eliminate government spending the politicians just won’t do it. We are headed off the cliff and neither party seems to be concerned. Raising spending now and cutting spending thirty years out is smoke and mirrors. We should eliminate programs where we can no matter what their size. Even small savings add up over time.

    So how do we change this situation? My ideas would include every effort to eliminate fraud, waste and abuse with significant criminal penalities to those responsible. I would also promote the idea that $.30 of every dollar currently goes to maintain and grow the existing bureaucracy and this must change. I would also initiate programs to eliminate food stamps, section 8 housing, cash welfare payments, medicare and all other social welfare programs over the next ten years through 10% real cash reductions per year. I would seek a balanced budget amendment to be implemented in conjunction with the above policies. I would also seek an amendent to enforce term limits, set at 3 terms in the House and 1 term in the Senate and I would call for one congressional session of three months in length to occur every two years with nothing else considered until a balanced budget was passed and signed. Congress could be called into session during the remaining 21 months only to vote on going to war. As mentioned by one commenter above, all illegal immigrants would be asked to leave before mandatory arrest and expulsion began. I would also seek passage of a life at conception amendment in order to restore some human dignity to this country. Finally all foriegn aid would only be in the form of infrastructure improvements to those countries by American contractors using American materials and local labor. No more bribes. Sounds like a good start!

    I don’t know about you but I don’t recollect seeing obumer write one word on a white board a black board or any kind of board that would explain even one of his plans to help our country get out of the mess hhe made worse. I don’t know if he can write. I know he has a hard time reading from his teleprompter. Maybe he can’t read. Maybe he has a small earphone you can’t see and some one back stage is reading it to him. Could be the government education he recieved
    you know 40% of the kids comming out public schools can’t read or write. We really don’t know anything about this guy or even where he was born for that matter.

    Since most voters are not wizards of economics, Romney and Ryan have to use the KISS Principle in explaining it to people. As they say, “A picture is worth a thousand words” and perhaps that was what the white board was for. Romney/Ryan need to keep hammering home that economic message, especially to the Seniors across the country. Democrats have labled Seniors as stupid old people who can be controlled by fear tactics? I believe that most Seniors are a heck of a lot smarter than the misfits who are lying to them. Once they see the simple truth, Obama will be finished. Semper Fidelis to all.

    The reason the whole plan was not written is because it is for one thing too complex and he knows the people’s attention span has been trained to the minute “sound bite”. After that all is lost on most people. He does give an outline for comparison purposes and the main point he is making is the runaway cost under the Democrats as if there is no end to the money. He takes the unpopular route by saying we have to deal with this monstrosity of a debt situation or there won’t be medicare or social security for anyone.
    As for me personally, it galls me that neither party when it comes to making cuts will touch the illegal immigration situation that last year cost taxpayers over $129 billion dollars and that is not taking into consideration the state’s mandated cost from the federal government, which is unconstitutional because it says any mandate from the federal government must be funded by the federal government. Add to that the fact these idiots leaders hang their flag above ours and shout threatenings. These illegal aliens have the entitlement mentality as though we owe them a living like Obama and the Democrat Party. Allow me to impart a bit of wisdom to you from the one true God…

    Why do we talk about such big dollars spread over 10 years when we are commentung on savings but when spending we are commenting on the same big dollars being spent in one year? Please advise. Is this not just deception on both sides????

    Kotlikoff or Burns does not seem to even rank in the nation’s top 10%. I do reserve the right to be wrong and would welcome tour correction.

    Not a bad analysis Timmy. Downsizing government wouuld be a great place to start!
    Just getting rid of the IRS and rewriting the 16th Amendment to do away with the “progressive” income tax to be replaced by a national sales tax would get rid of some 116,000 Federal employees who have a compensation package ~$125,000/annum.
    Duplication of services is another area of Federal government screaming out for closer scrutiny. When Departments, Agencies, Bureaus and Offices are combined, half the “Chiefs” and a good many of the “Indians” are shown the door.
    Then, there are the issues of validity of mission and whether the mission is “inherently governmental.” Example: The Department of Energy has NEVER fulfilled its mission; therefore, it should be axed! This would save $26 Billion per year. Throughout every entity of government there are tasks that can be performed by private sector companies–vehicle maintenance, food services, printing, computer technology, building and grounds upkeep are but a few examples. When these jobs are relegated to the private sector, the taxpayer saves money because of the slaries and benefits packages that would have been paid to a Federal employee.
    Finally, there are the benefits of easing up on regulations. Look at the EPA, for example: In 1974 the EPA set the emissions standards for all new refineries; nearly 40 years later it is STILL technically impossible to meet those standards! You get rid of the regulations and you’re beyond the need for regulators–who earn tax dollars.
    In short, anyone with an IQ greater than that of a turnip could see the problem and figure out how to resolve it. But it won’t happen until EVERYONE gets on board with the reality that the US economy is about to collapse and when it does, it will make what happened in Greece look like a picnic.
    Your readers have a voice and the capability to contact their elected representatives to DEMAND those representatives represent OUR best interests and not those who are filling their pockets with booty! They keep us at bay by keeping us at each others throats with partisan bickering. In the end though, it’s not a Republican thing or a Democrat thing, it’s an AMERICAN thing.

What we call Political Correctness, which is what drives this economy, is simply a Good ole Boys club that exists primarily inside the Beltway. They feed the gluttony of those with their hands out so they can STAY inside the Beltway in their Disneyland world of perks, promotion, elitism, and being pampered and praised by every hand they come in contact with. It’s time to break up this Good Ole Boys club with term limits, period. Ya get 12 years then you go home. You get Social Security like everyone else, and Medicaid Period. No other perks, because guess what, YOU AREN’T SPECIAL. No Federal Employee Benefits Package. No free medical for life. No 90% of your highest paycheck, payment every month. Nada. Find someone else – or really pea in their coffee and vote for the other side. Congress works on seniority – to get seniority – you gotta stay there for years.     At least Ron Paul has serious plans for cutting spending. All others are only plans to cut the increases of spending. No serious solutions.

      Ron Paul can have any plans he likes – in his retirement home. He will not be elected – even if Romney and Ryan both were to drop dead tomorrow. It would go back to Newt (I’ll pray for that), or Santorum, or Herman Cain. They might even go out of their way at the convention and pick Rand Paul.

    Romney is a big government RINO. You notice that Romney/Ryan are not really cutting spending, just slowing the growth of the spending. What we really need is someone who will gut Washington. 75% seems about right since Bush/Obama grew Washington by about 25%. We need someone who is really serious about government growth and spending not another big government guy. We can start by gutting the EPA and having congressional oversite on everything the EPA does once is is gutted, getting rid totally of the Dept of Education(Schooling is a local issue) , defunding NPR and Planned Parenthood. Getting rid of Homeland Security, the FDA (they don’t seem to be able to handle food or drugs as evidenced by how much more contamination is being reported now), and numerous other leeches of taxpayer monies would be a good start. If we went with a flat tax (with limits on Congress on how much they can or cannot raise the tax) we could even get rid of the IRS. Just think of how much better everyone’s life would be if they didn’t have the fear of the IRS in the back of their minds. We would not have to plan on how to fix Social Security and Medicare if the politicians would have left our money in the lock box as it should have been and invested it as they should have. The politicians in Washington have stolen the American peoples money by putting IOUs in that lock box. I cannot believe that most of the American people still believe that politicians are for the American people. The politicians are only for themselves.

      There is ONLY one thing that will balance the budget – quit over spending and then only spend about 80% of what you do take in to run the government – and 20% to begin paying down the debt. LIVE WITH IT! Don’t raise taxes – delete about 50% of the bureaucracy that is totally unnecessary to accomplish the Constitutional Duty of our federal government – the rest – not specifically given to the federal government belongs to the states.

    This of course is one part of the whole picture. And taking only one part is illogical in that the whole must be addressed. For instance when Romney and Ryan do get in they first have to slow the rise of government that is the first part. Now we have to get rid of the eternal welfare. This cuts out considerable amount of the budget the only Keynesian economics that should remain are that of Vets, Seniors and the truly Disabled. Now we start on jobs and taxes. Using Jack Kemp’s formula of lowering taxes and regulations we will see an end to importing large amounts of over seas oil and there fore leveling out gas prices which drive this economy. I could go on for another dissertation this time in economics. I have found doing three of those is quite enough.

    Another financial drain is trying to employ and take care of people that are in the country illegally and employing too many visa holders! With 14-25 million unemployed legal immigrants and citizens, the jobs we have need to go to them! Normal wages would be from minimum wage to well over $20/hr.
    Obama has had the ability from day 1 of taking office, to open 7+ million jobs for unemployed legal immigrants and citizens struggling to make ends meet, but he prefers to protect the 7+ illegal workers! He could tell them to leave or be charged and deported anyway which most would leave on their own to avoid the 3-10 year ban that comes with illegal re-entry or overstaying their visa! And they can take their family with them so they are not separated, while they apply like everybody else! But again, he chooses to protect illegal workers at the expense of unemployed legal immigrants and citizens and the rest of us since he also admitted “illegals go to the ER and we pay for it”! Don’t believe him when he says he is working to help us get back to work, look at what he is doing for illegals that are working jobs that would pay anywhere from minimum wage to over $20/hr if they were done by legal immigrants and citizens! And the low-paying jobs can and does lead to higher paying ones through promotions and further education, so we are losing even more by educating illegals instead of legal immigrants and citizens!

      What you and most everyone else doesn’t understand – American citizens – especially the “white” ones – aren’t reproducing enough off spring to keep everything growing – and God knows – if it ain’t growing its dying. For the “African-Americans” we have Planned Parenthood. You can’t have a business that maintains itself, year after year, providing income to the owner and employees – it must make a profit every bigger, ever bigger – or get sucked up by some greedy gut. You can’t have a small farm and produce enough for yourself and some to sell for things you cannot make or grow yourself, no, you have to kiss the earth because your property is more valuable to put a subdivision on, or a housing project, or to some multinational growing consortium like Monsanto that has the government in it’s pocket. And so we NEED ALL of these immigrants to fill the void of a falling population, someone to buy those over priced houses, to pay those taxes (if they only knew what was in store for their children and grandchildren they would run back to Mexico and never look back), to buy all that Chinese made junk so that the Wall Street gang can keep on raking in their millions, someone to clean up the littered roads, to pick your vegetables that must be hand picked, someone to clean your house (Meg Whitman), and even take your government jobs. The illegals wouldn’t come here if there were no jobs and no freebies like health care that American Citizens can’t get.
