Guns Don’t Shoot People, But Cops Might


2007_05_nypd2In the shooting that took place last week at the Empire State building a former employer was shot and killed by a former employee. These would have been the only two causalities were it not for the police officers who responded. Instead, the police officers not only took out the gunman but they also hit nine other innocent people.

While the police were able to shoot and kill the alleged gunman, 53-year-old Jeffrey Johnson, they also apparently had a difficult time making sure to hit only their target. American citizens who obtain a Concealed Weapons Permit are told by law enforcement that they are responsible for all people downrange when they elect to use their weapon to protect themselves in public. Therefore, it is necessary that citizens be educated and knowledgeable about their weapon and how to handle it properly.

America is now waiting to see if the same standard will be applied to New York City police who responded to the incident.

According to the Washington Post,

In the initial chaos Friday, it wasn’t clear whether Johnson or the officers were responsible for the trail of the wounded. But based on ballistic and other evidence, “it appears that all nine of the victims were struck either by fragments or by bullets fired by police,” Police Commissioner Raymond Kelly told reporters Saturday at a community event in Harlem.

Police officials have said the officers appeared to have no choice but to shoot Johnson, whose body had 10 bullet wounds in the chest, arms and legs.

Police determined that three people were struck by whole bullets — two of which were removed from victims at the hospital — and the rest were grazed “by fragments of some sort,” Kelly said.

Two women with leg wounds and a man with a wound to his buttocks required surgery and remained hospitalized Saturday. They were listed in stable condition.

This is such a royal screw up by two of NYPD’s finest that even Dr. Ignatius Piazza, with Front Sight, wrote on the incident:

New York City Mayor Michael Bloomberg needs to implement REAL gun control after two of his officers wounded nine bystanders as they attempted to stop an armed suspect no more than 5 yards in front of them!

That’s right, the suspect as you will see in the surveillance video is no more than 5 yards in front of them, yet two of Bloomberg’s finest, wounded nine innocent bystanders in the process of bringing the suspect to the ground.

Bloomberg needs to make sure his New York City Cops can control their guns. Gun Control is the ability hit what you are aiming at to immediately stop a lethal confrontation. It is best done with two hands on the weapon!

He also went on to point out NYPD’s sad statistics regarding their officer’s gun control abilities,

I’m not blaming the New York City Cops for their miserable hit ratio, which historically is below 25% and was likely well below 25% in this shooting, if you don’t count all the hits they put on innocent bystanders! I’m blaming Bloomberg and the New York City police administration for failing to provide proper training for their police officers and failing to encourage or pay for their officers to train regularly and repeatedly.

While the gun control lobby was out in full force calling for more gun control in light of the incident, I didn’t hear that many people calling for police officers to control their guns a bit more carefully. While they were right to take down the bad guy, the problem still remains and has not been addressed and that problem is, will the officers be held responsible and face criminal charges regarding the people they shot? I’m guessing since it’s New York City and Mayor Bloomberg is in charge that this will quietly go away as the media focuses on the dead gunman.

    One of the basic rules of shooting, is be sure of your target. Is there something around or behind your target that you may destroy making the shot. Anyone that’s taken a CCW course will recall one of the things they taught was be sure when you have to shoot that you have a clear shot that doesn’t endager anyone other than your target. When you shoot will the bullet hit an inocent by stander? I guess these cops forgot all about those facts. No wonder the mayor of NYC wants to ban guns, maybe he should disarm his cops until they learn how to shoot and when to shoot.

    This is a tough call. Certainly, one of the basics of firearms training is to always be aware of what’s on either side and beyond your target. Having said that, officers who find themselves confronted by an armed suspect, in a city of 8 million people, simply may not have the opportunity to do ANYTHING but shoot. And even though these coppers are periodically required to qualify on the range, that’s light years different than a gunfight. It’s too bad others were injured, wonderful that none died. Each of us can think this through and critique the tactical handling of it, but those cops had probably a few tenths of a second to kill or be killed – and to criticize their actions if you’ve never been in that situation is about as unfair as it gets.

      As a retired Serviceman and Police Officer I concur. The choices the officers faced were all bad and they had to try and choose the least damaging one. To monday morning quarterback without all the facts is wrong. As an officer I was also trained that I and my department were responsible for damages caused by my hits and misses and I am sure the fine upstanding members of the bar will be trolling the streets trying to locate and represent the victims in some sort of legal proceedings.

    I used to get a lot of entertainment value out of watching “Cops” on television, but now in the light of some similar stories as the one cited above, I’m finding that this program isn’t nearly as entertaining as it used to be. Several incidents local to my home town have stimulated this feeling of victimization by the police. Granted the druggies aqnd other felons are still out there, but as long as I have my personal defence weapon with me, I calculate the I’ll at least be able to give a reasonable account of myself.

    Why do I have this strong sense that, had New Your City not been a “no guns allowed except for the cops” town, the perp would have been subdued by the two construction workers that persued him, but were, being law abiding citizens, unarmed per New York City law? Seems the first guys on the scent were the cops, when they opened fire innocents were hit. Mos tfolk who actually permit and carry take the time to study, practice, and know about their bullets’ paths and mind that fact, realising that , under the law in most places, they are personally responsible for whatever their bullets do “out there”. Bloomie hollers and yowls for “more gun laws” all across the nation, HE has the strictest ones in the country…. and IT DIDN’T WORK in New York. A man with a gun, unlawfully possessed, shot and killed someone. THEN the “Only Ones whom he “trusts” with guns shoot NINE innocents trying to subdue the murderer, and it seems VERY doubtful they will bear any responsibility whatever. I believe that, had those two gutsy construction workers been lawfully armed, the perp would have been subdued without a shot being fired.. and CERTAINLY not nine innocents being hit.

    I would like the “honorable” Bloomburg to tell us all just preciesy WHAT sort of new laws he would propose that would have actually WORKED to keep this killer from having his gun. It is illegal for ANYONE in New York City to possess such a thing, except for the “Only Ones” (which, as I understand things, includes his own personal armed escort guard….)

    Its not about “gun control” at all, its simply and purely about “control”. Bloomie should be fired. His schtick doesn’t work.

    These police were reckless in how they handled this situation. There was no reason to confront a guy on a crowded street, then proceed shoot the innocent people walking or sitting on the avenue. And they might ought to take a few gun courses themselves since they missed a close range target with 40% of their shots.
