DHS Solicits For 70 Million Rounds Of High-Power Ammo

Yesterday I reported that the Department of Homeland Security had purchased over half a ton of explosive nitrates that they wished to be delivered by the end of the month. They claimed its use was to train bomb sniffing canines. DHS has also put in an additional solicitation for up to 70 million rounds of high-power ammunition.

The DHS has updated a solicitation originally posted on the Federal Business Opportunities website earlier this year, now answering questions from prospective contractors about an inquiry the agency published back in April. All responses to the DHS’ request for hundreds of millions of rounds of high-power ammunition must still be sent in by August 20, but now the federal agency designated to thwart terrorism on the home front has answered some questions about what exactly they are looking for in terms of being able to blow stuff up.

In April, the DHS first published a solicitation “for commercial leaded training ammunition (CLTA) of various calibers for law enforcement officer firearms training courses” to be used at facilities in the states of Georgia, New Mexico, Maryland and South Carolina, as well as other unnamed DHS offices across the country. At the time the DHS demanded hundreds of thousands of test rounds for an array of ammunition types, including 209,000 rounds of #00 buckshot 8-pellet bullets for 12 gauge guns and more than 2 million shots for a .357 Sig Caliber. With their solicitation set to expire in less than a week, though, the DHS has taken it upon themselves to answer questions from contractors interested in their very pricey proposal.

In the latest amendment, published online over the weekend, the DHS answers such pressing questions as, say, “Would a 223 Rem 64Grain soft point round be acceptable?” in response to their initial request for 1.1 million rounds of .223 Rem Caliber 62.64 Grain JHP. (And, if you’re wondering, the official DHS-authored answer is, “Yes, that would be acceptable.”)

Understand that this is in addition to the 450 million .40 hollow points solicited earlier in the year. And this administration was concerned over the Aurora shooter who had only 6.000?

PressTV writes about a study by Peter Tuchin titled "cliodynamics" in which scientists attempt to find meaningful patterns in history. It is possible that this may give us a clue. The article reads:

In the new study, Turchin, who reported his results in the July issue of the Journal of Peace Research, compiled historical data about violent incidents in U.S. history between 1780 and 2010, including riots, terrorism, assassinations and rampages.

The data indicates that a cycle of violence repeats itself every 50 years in America, like a wave that peaks in every other generation.

If Turchin's model is right, then the current polarization and inequality in American society will come to a head in 2020. "After the last eight years or so, notice how the discourse in our political class has become fragmented. It's really unprecedented for the last 100 years. So basically by all measures, there are social pressures for instability that are much worse than 50 years ago." LiveScience

UPDATE: From an informed reader on the subject (Thanks Mike):

LE officers of these agencies have to practice and qualify with the same round that they carry.

We want them to be proficient with these weapons, so they should be able to be practice.

The way that ammunition is bid out is generally for a five year period, with a lock-in on the price (good financial sense) and with number of rounds that is the maximum they can purchase at that price.

In reality, the seldom, if ever, purchase the maximum number of rounds allowed in the contract.

Take a small agency with, let's say, 20 officer's in the LE Inspector General (IG) office.

Let's say they practice 100 a month or 1200 rounds a year.

1200 times 20 is 24,000 rounds. Now, multiply that by 5 years and that is 120,000 rounds.

That is just for practice and qualification. They should have some extra on hand, too.

20 LE officers need 120,000 rounds?!?!? Yes, when you work out the numbers over five years.

Now, expand that to DHS — Secret Service, Coast Guard, Border Patrol, Customs and Immigration agents and more. There are ten's of thousands of them. Over five years, it would easily run into the millions of rounds.

Don't get me wrong....our government is bloated. It is not headed in direction I think it should be.

    First they neutered our society with X-box, video games and TV. Now they will slowly and methodically disarm the remaining citizens. The NDAA act, the 'green ammo', upcoming changes in gun laws, anyone see a pattern here. As some people commented, stuff like this is done over time not immediately. Heard this line from a movie once, " there are no sides, there are no democrats, no republicans, no right or left wing, there are only haves and have nots." Guaranteed the haves will do anything to ensure the have not's cannot challenge them in any way.

    I have great concern over the Homeland Security agency having millions of rounds especially when the Janet Not-got-a-braina US homeland terrorist list includes returning soldiers and Christians as their targets. The real terrorists are being invited to the White House for tea. I still believe that the Posse-Camatatus (not sure I spelled it right, phenetically) does not allow agencies to hold arms that can be used against the American People. This is frankly disturbing.

    Another possibility is that the government knows they can't take away your right to bear arms but they can shut down the ammo factories. So maybe they are stocking up before that happens. So maybe we should as well. Remember that guns are no good without ammo so keep plenty tucked away and don't get caught empty handed. Yesterday's precious metals were gold and silver. Today's is lead and brass.

    I agree with TexRancher. I feel very uneasy about the DHS and our Federal Government! If we take to the streets, to protest about our country's socialist take over by the current administration, we maybe fired upon by our own troops! I do not trust anyone in the government, they are all liars and deceivers!

    A few posting here did not read the requisition (non-open bid) for 450 million rounds of ammo. It is NOT for five years...the request is over ONE year. They couldn't possibly ramp up production faster than that. Hollow point ammunition is NOT used for target practice--far too expensive (not that the government cares). This 174,000 round purchase by the Social Security Admin is certainly not routine. The only possibility is the desire to protect the agency when benefit checks don't go out or begin to bounce.

    Our economy may not last until the election...if there is in fact one, at least one that elects anyone other than Obama.

    Let's say they don't. When I was in (BorderPatrol/ Customs - when they were different agencies, and there was no DHS) firearms Qualifications were held Quarterly - including for FBI and DEA which are not under DHS. And over my most vocal protestations, practice/qualifications ammo was NOT the same ammo that was issued for duty use.

    Let's say all that changed. Let's say they now qualify with that which they shoot on duty. Let's say that they're respective (generic) SWAT Teams shoot monthly in stead of quarterly. Let's pretend that they actually faction monetary considerations into their projected training costs (of which ammunition is so insignificant as to defy attention - major expenditures relate to travel expenses and TDY per diem, and salaries, not stupid .40 S&W rounds).

    Remember, every "Office Range Day" takes every single Agent out of the field, doing whatever they actually do, for one whole day, and pays them for "not producing stats."

    So let's multiply (conservatively) 200 Agents per Office, "waisting" an entire day at the Range to cover the Agency's ass in the event that one of them actually shoots somebody and there's a law suit (that they will settle at the Agent's expense). And rerun those figures for me agin, will ya?

    That's still a lot of rounds of .40 S&W that can be easily converted, for the sake of Secret Service, with a simple barrel change, to work just fine in their .357 Sig's. hand guns.

    Does anyone know the actual number of "gun toting" Federal Law Enforcement Officers there are out there? I presume that's

    "Classified," I just read where DHS just bought 85,000 Springfield "plastic guns." Both branches of Secret Service (Uniformed and Plain Clothes) carry Sig Variants - not Springfield's. Nor does FBI, DEA nor Secert Service (as far as I know). Whatever most of DHS (whatever that includes other than FEMA) carry's, are Sig variants also (again according to Sig's ad). So, where, and to whom, and for what, did 85,000 Springfield XD40's go.

    I think there is a darker and more sinister reason for all the ammunition the government is stockpiling. Many of the entitlement programs are either in the red or are already broke. All those people who are recieving government benefits are going to be really ticked off when the check doesn't arrive any more. Since most of the reciprients are near my age, I think that the government might be planning for the coming insurrection. Let's look at the type of ammo they're stockpiling .40 JHP (Jacketed Hollow Point) is an anti personnel round and is too expensive for target practice. The same can be said for the frangible bullet. These are horribly expensive and are generally only used in tight confines where a bullet strikes the suspect and STAYS in his body as opposed to passing through him and injuring someone else. I use .357 JHP in my personal defence weapon and .380 auto JHP in my backup or formal dress weapon for the same reason. I'm not target practicing when I'm defending myself. I need to ensure that the antagonist is going DOWN when I have to protect myself. Why do I carry? I'm handicapped and can't run away and my upper body strength precludes engaging the perp up close and personal. I highly recommend that all readers of this blog do the same. It IS a heavy responsibility, and some PROFESSIONAL training should go along with your decision to "carry," but it's your RIGHT to bear arms. Make use of it! You may need to before too much longer.

    Even if they never use it the purchase alone will impact the cost we all pay for ammo. It may also make ammo unavailable at any cost which also gives them more power by virtue of the citizens being unable to purchase ammo. Whatever the reason, it is criminal.

    While we are all stocking up on ammo and guns, remember to stock nonperishable food, water, etc. If this all comes down to a fight, food and water may hard to come by.

    This is step by step to declaration of Martial Law.
    The pres. has to take away our weapons. Then he will stop all sorts of communications that we take for granted, phones, cell phone, CB radio and such, maritime radios. He will shut down all radio transmissions and TV except for his own.
    Then he will install armed military at most crossings for check point duties. He will also announce a time of day and night throughout which WE THE PEOPLE are not allowed to be on public roads. There will also be a limit to number of people meeting , ANYWHERE for ANY REASON.BUT....it will NOT happen unless he disarms us first. That's what the 2nd Amendment was written for. God bless those clever writers of our Constitution. If we give up our guns, we give up our liberty forever.
